Three proposals can describe three different projects even when each one says "commercial roof replacement." One may include wet insulation removal, drain work, and new flashings. Another may leave those items as allowances or exclusions.
The owner's job is not to make every contractor use the same price. It is to make the technical and commercial assumptions visible before choosing a proposal.

Give bidders the same known roof information: measured areas, roof plans when available, leak history, access limits, operating hours, known deck concerns, and the decision being considered. If one bidder is pricing repair and another is pricing replacement, the totals should not be placed in the same column without explaining that difference.
A pre-bid inspection or owner scope can reduce ambiguity, but it cannot eliminate hidden conditions. Every proposal should state how concealed wet insulation, deteriorated deck, or undocumented roof layers will be handled.
Membrane type and nominal thickness are only part of the assembly. Compare substrate preparation, insulation type and thickness, cover board, attachment method, perimeter enhancement, flashing details, penetration work, edge metal, and drainage corrections.
A proposal that includes a complete compatible assembly may cost more than one that names only the top membrane. Ask each bidder to show the assembly from deck to finished surface.
An allowance is an estimated amount for work that cannot yet be confirmed. An exclusion means the work is not included. Those are not the same. Ask for unit prices or a defined change-order method for wet insulation, damaged deck, additional penetrations, and other common concealed conditions.

Staging, loading, odors, noise, tenant access, interior protection, daily cleanup, and weather shutdown procedures can affect the building even when the roof system is similar. The proposal should identify who coordinates these items and how changes are communicated.
Closeout should also be priced and defined. Confirm what photos, warranties, product data, inspection records, maintenance requirements, and final punch-list documents will be delivered.

Should I automatically reject the lowest commercial roofing bid?
No. First determine whether the lower bid covers the same assembly, details, logistics, and risk. A lower comparable bid can be valid; an incomplete scope is a different project.
Can two different roof systems both be reasonable?
Yes. Different systems may meet the building's needs. The proposals should explain why each system fits the roof, operations, exposure, and warranty requirements.
What if a bidder will not provide unit prices?
Ask how concealed conditions will be documented and approved. Without a defined method, the owner carries more uncertainty after the roof is opened.
Does a longer warranty always mean a better roof?
No. Review what the written warranty covers, who issues it, maintenance requirements, exclusions, and whether the proposed assembly qualifies.
